01Acceptance of the terms
Welcome to Signal Quest, a service published by Meovo (Alexandre Germain, sole proprietorship — entreprise individuelle; see the legal notice). By accessing and using our mobile application or our website, you agree to be bound by these General Terms of Use (the “Terms”).
These Terms cover the free use of the service. The sale of paid offers (Basic / Premium subscriptions) and one-off support payments is governed by the General Terms of Sale (available in French).
If you do not accept these Terms, you must not use Signal Quest.

02Description of the service
Signal Quest is a collaborative platform for mapping mobile network coverage that allows users to:
- View the quality of network coverage (2G, 3G, 4G, 5G) on an interactive map
- Record signal measurement sessions (RSRP, RSRQ, Cell ID, PCI, TAC…)
- Run speed tests (download, upload, ping, jitter)
- Share geolocated photos of cell towers and validate their identification
- Import NetMonster data (.ntm) and synchronise it
- Take part in a social network: friends, E2EE messaging, audio/video calls
- Share their real-time position with a friend (Live Share), with mutual consent
- Take part in the gamification system (points, badges, leaderboard) and report bugs
Signal Quest is continuously being improved. It may contain bugs, be temporarily interrupted or change without notice. No guarantee of availability is offered.
03User account
3.1Account creation
To access the main features, you must create an account by providing a valid email address, a unique username and a secure password (at least 8 characters). In France, you must be at least 15 years old to create an account on your own for processing based on consent; below that age, the consent of the holder of parental responsibility is required.
You can use Signal Quest. A few simple rules: be respectful in messages and calls; only share your real-time location with people you trust, and only if you want to; do not send shocking photos or messages; you can delete your account and your data whenever you want. Under 15: a parent’s consent is required.
3.2Account security
You are responsible for keeping your password confidential, for any activity carried out under your account, and for informing Signal Quest immediately of any unauthorised use.
Signal Quest will never ask for your password by email or message. Enable a trusted device (Passkey or Android Keystore) to strengthen the security of your account.
3.3Account deletion
You can delete your account at any time from the settings. This action is irreversible and results in the deletion of your personal data, the anonymisation of your public contributions, the loss of your points and badges, the closure of your conversations and the revocation of your trusted devices.
04Acceptable use
4.1Permitted behaviour
- Using Signal Quest for personal, non-commercial purposes
- Contributing honest and accurate coverage data
- Sharing photos of cell towers that you took yourself
- Communicating respectfully through messaging and calls
- Reporting bugs or suggesting improvements through the dedicated system
- Importing your own NetMonster data to enrich the map
4.2Prohibited behaviour
- Intentionally providing false or misleading data
- Using bots, scripts or automated tools to manipulate the data
- Circumventing gamification (points farming, GPS spoofing)
- Uploading inappropriate media (violence, nudity, hatred…)
- Impersonating another user
- Harassing, threatening or insulting other users
- Hacking, accessing the service unlawfully or disrupting it
- Commercial use without written authorisation, mass scraping, spam, malware
- Creating several accounts to circumvent a ban
05Content and contributions
5.1Content licence
By submitting content (measurements, photos, validations, comments…), you grant Signal Quest a non-exclusive, free-of-charge licence to use, reproduce and display it solely for the purposes of operating and promoting the service, for as long as those purposes require, to create anonymised aggregated statistics, and to share mapping data publicly for purposes of general interest. This licence does not transfer any of your rights: you keep ownership of your content and all of your moral rights, which are inalienable (Art. L121-1 of the French Intellectual Property Code). You may withdraw content at any time, subject to copies already incorporated in good faith into aggregated or anonymised datasets.
5.2Moderation & responsibility
Meovo may moderate, restrict or remove content that is unlawful or contrary to these Terms, and suspend or ban accounts in breach of them. These measures are taken diligently, objectively and proportionately, with due regard for your fundamental rights (in particular freedom of expression). When content is removed or restricted, you are informed and given the reasons (Art. 17 of the EU Digital Services Act, “DSA”); you may contest the decision through the contact point given in the legal notice. You remain solely responsible for the content you publish and warrant that you hold the necessary rights, that you breach no law or third-party right, and that the data you provide is accurate to the best of your knowledge.
06Messaging, calls & Live Share
When end-to-end encryption is enabled in a conversation, Signal Quest technically no longer has access to the content of your messages. Encrypted content cannot be moderated — you are fully responsible for the messages you send.
Audio/video calls go through LiveKit with SRTP encryption; recording requires the explicit consent of all participants. Live Share of your real-time GPS position requires mutual consent and can be stopped at any time by either party. In messaging, the following are prohibited: spam, unlawful or harassing content, circumventing reports, and impersonation.
07Gamification system
Points are awarded automatically for each valid contribution, badges are unlocked by reaching objectives, and the leaderboard is updated regularly. Signal Quest may change the calculation rules at any time. The NQS Score reflects measured quality and cannot be manipulated.
- Bots generating fake points or fake measurements
- Multiple accounts and location falsification (GPS spoofing)
- Exploiting bugs or coordinating to inflate scores
Sanction: removal of fraudulent points + temporary suspension or permanent ban.
Points, badges and leaderboards have no monetary value and cannot be exchanged for money, goods or services. They may be modified, reset or deleted without compensation.
08Intellectual property
Signal Quest, its logo, its interface and all original content are protected by intellectual property law and belong to Meovo or its licensors. It is prohibited to copy or distribute the source code (except under an explicit open-source licence), to use the name or logo without written authorisation, or to reproduce the interface in a competing service.
The mapping data contributed by the community is intended for the public interest. The integrated ANFR data is subject to the French State’s Open Licence (Licence Ouverte, Etalab).
09Warranties and liability
The free, community use of Signal Quest is provided “as is” and “as available”: contributed data is indicative, and we guarantee neither its accuracy, nor continuous availability, nor the absence of bugs, nor call quality. This “as is” provision does not deprive consumers of any mandatory statutory guarantee.
To the extent permitted by law, and without reducing the rights you hold as a consumer, Meovo is not liable for indirect damage: loss of data not attributable to a fault of Meovo, consequences of decisions made on the basis of community data provided for information, battery consumption caused by GPS, or loss of access to messages if you lose your E2EE encryption key.
If a third party brings a claim against Meovo because of content you published in clear and culpable breach of these Terms or of that party’s rights, you undertake to cooperate in good faith in resolving the dispute; this undertaking does not apply where the law places liability on Meovo.
Nothing in these Terms excludes or limits Meovo’s liability for personal injury, gross negligence or wilful misconduct, nor does it set aside the statutory guarantees and mandatory rights granted to consumers by French law and European Union law.
10ANFR data and third-party sources
Signal Quest integrates public data from the Agence Nationale des Fréquences (ANFR), the French national frequency agency, to display the authorised cell towers in France. This data is provided “as is” and updated monthly; Signal Quest guarantees neither its completeness nor its accuracy at any given moment, and there may be a delay between a change in the field and its update.

11Termination
You may stop using Signal Quest and delete your account at any time from the settings; this action is immediate and irreversible. Signal Quest may suspend or terminate your access in the event of a breach of the Terms, fraudulent or unlawful behaviour, prolonged inactivity (18 months) or at the request of a competent legal authority. Unless required by law or in the case of a serious and immediate risk (fraud, unlawful content, security breach), this measure is notified to you with its reasons and remains proportionate to the breach found.
If the service is permanently shut down, Signal Quest undertakes to notify users at least 30 days in advance, except in exceptional circumstances. An export of your data will be offered to you before the closure.
12Changes to the terms
We may change these Terms to reflect changes in the service or in legal requirements. Any substantial change is notified to you at least 30 days before it takes effect, by email and in-app notification. During that period, you may refuse the new Terms: your refusal results in the termination of your account free of charge, with the possibility of exporting your data. Minor changes (corrections, clarifications, technical changes with no impact on your rights) may take effect immediately.
13Miscellaneous provisions
Governing law
These Terms are governed by French law. If you reside in another EU Member State, you also benefit from the mandatory provisions of your country of residence (Regulation (EC) No 593/2008 “Rome I”, Art. 6).
Jurisdiction
Consumers may bring proceedings, at their choice, before the courts of their place of residence or those of Meovo’s registered office (Regulation (EU) No 1215/2012 “Brussels I bis”, Arts. 17 to 19).
Severability
If a provision is held invalid, the others remain in full force and effect.
Entire agreement
These Terms, the Privacy Policy and the Legal Information constitute the entire agreement.
